Director US Cyber Consequences UnitScott Borg is Director of the U.S. Cyber Consequences Unit, an independent, non-profit research institute that investigates the strategic and economic consequences of cyber-attacks. He is widely recognized as the leading authority on the economics of cyber security and has long been the principal proponent of a quantitative, risk-based approach to cyber security. His technical contributions have included pioneering work on the techniques for hiding and finding malware and several of the standard cyber-security reference documents. Because of the way he has employed economic models to analyse potential attackers, he has been able to anticipate most of the new developments in cyber security since 2002. He comments for broadcast media, served on the Commission on Cybersecurity for the 44th Presidency, and has lectured at Harvard, Yale, Columbia, and other leading universities.

Former Director General of Crime and Policing & Associate CityforumMary had a long career in UK government, in a range of senior positions across law enforcement, national security and counter terrorism. These included: Regional Director for the Independent Police Complaints Commission, overseeing investigations into complaints and allegations of misconduct across police forces in the north of England; Deputy Director, Knowledge at the Serious Organised Crime Agency, responsible for assessment and analysis of serious crime threats; Director of National Security in the Home Office, supporting the Home Secretary in oversight of MI5 and in the exercise of executive powers relating to national security. Most recently, she was Director General for Crime, Policing and Fire in the Home Office, where she had responsibility for all policy, legislation, strategy and funding for policing, crime and the fire service. On leaving the Civil Service in 2016, Mary joined McKinsey & Company, where she co-led the UK public sector practice and served law enforcement and other government clients around the world. In 2019 she started Mary Calam Consulting Ltd. She continues to act as adviser to McKinsey, as well as serving clients in a personal capacity. She is a Non-Executive Director of the National Crime Agency and lectures on University College London’s MSc course on leadership in policing. Mary is also a Trustee of the Police Foundation.

Chief Operating Officer Serious Fraud OfficeJohn Carroll was appointed permanently as the SFO’s Chief Operating Officer on 28 May 2020, is responsible for all operational functions of the SFO, and is a member of the SFO’s Board. His previous roles at the SFO from 2014 was as Head of Law Enforcement Liaison and International Assistance and since April 2016, he headed what is now the SFO’s Strategy and Policy Division. His responsibilities there included strategic engagement with other law enforcement and government partners and external stakeholders as well as oversight of legal and legislative issues relevant to the SFO’s functions. He was also responsible for the SFO’s Operational Handbook and oversaw the drafting and publication of the SFO’s Corporate Co-operation Guidance in August 2019. The SFO has also recently updated and published its internal guidance on Deferred Prosecution Agreements and taken together these documents provide companies and their legal advisers with a clearer understanding of what the SFO expects from those wishing to negotiate and enter into DPAs. John has over 35 years’ law enforcement experience having worked in HM Revenue & Customs immediately prior to joining the SFO, the Ministry of Defence and the police, in both the UK and overseas. He has worked mainly in the field of intelligence and analysis and has been responsible for identifying and assessing complex organised fraud and money laundering threats against the UK Government.

Cybersecurity Director National Security AgencyRob Joyce is the National Security Agency's Director of Cybersecurity. As the Cybersecurity Director, he oversees NSA’s Cybersecurity Directorate, established in October 2019 to prevent and eradicate cyber threats to the Department of Defense, National Security Systems, and the Defense Industrial Base. Joyce assumed the position after serving as NSA’s top cryptologic representative in the United Kingdom, the Special U.S. Liaison Officer in London. Joyce has also held positions in the National Security Council, serving as cybersecurity coordinator and special assistant to the president from March 2017 to May 2018, including time as acting Deputy Homeland Security Advisor and Acting Homeland Security Advisor. He has worked to establish strong partnerships across the U.S. Government, industry, and allies, throughout his tenure and will continue these efforts in his new position. His police career began in 1984 with Wiltshire Constabulary, from where he moved to Gloucestershire Constabulary as Assistant and subsequently Deputy Chief Constable and then on to Cumbria. As Chief Constable of Cumbria Police, he worked closely with the Civil Nuclear Constabulary and Sellafield Ltd. He joined the Civil Nuclear Police Authority board as an independent member in 2019 and also serves on the board of the British Transport Police. Sir Craig has just joined Cityforum as an Associate and will be advising on policing and national security questions. He is also a Venture Capitalist occupying both General Partner and Director positions at College Hill Ventures, a Public Benefit Corporation based in Rhode Island. College Hill PBC funds advanced technology in the areas of AI, ML, Cybersecurity, Advanced Analytics, B2B solutions and Clean Energy. Mike is also the Founder and President of Digital Executive Ltd., a company providing independent consulting services to senior executives in the private and public sector regarding digital risk and cybersecurity. His diverse professional background includes twenty-five years with the US Navy where he was a decorated combat pilot and, in later years, as a senior leader of a cyber organization within the National Security Agency. Managing Director Cyber Readiness InstituteKiersten Todt currently serves as the Managing Director of the Cyber Readiness Institute (CRI), a non-profit initiative that convenes senior executives of global companies to develop free cybersecurity tools and resources for small businesses, worldwide. She founded CRI in 2017 with the CEOs of Mastercard, Microsoft, PSP Partners, and the retired CEO of IBM. She is also the Scholar in Washington, DC at the University of Pittsburgh Institute for Cyber Law, Policy, and Security. Ms Todt is also the CEO of Liberty Group Ventures, LLC (LGV). She develops risk and crisis management solutions for cybersecurity, infrastructure, homeland security, emergency management, and higher education clients in the public, private, and non-profit sectors. Ms Todt advises senior executives and Boards on cyber risk management, including the development and execution of tabletop exercises and relevant senior-level education and training programs. She also provides strategic advice and counsel to senior leaders in industry and government. She most recently served as the Executive Director of President Obama’s independent, bipartisan Commission on Enhancing National Cybersecurity. Prior to this role, she was the CEO of Liberty Group Ventures, LLC (LGV). She was a member of the team supporting the National Institute of Standards and Technology (NIST) in the development of the Voluntary Cybersecurity Framework called for in President Obama’s 2013 Executive Order 13636 on cybersecurity. Prior to LGV, Ms Todt was a partner at Good Harbor Consulting and was responsible for building and managing the company’s North America crisis management practice. Before joining Good Harbor, she worked for Business Executives for National Security (BENS) and was responsible for integrating the private sector into state and local emergency management capabilities, following Hurricane Katrina; she also worked with the White House to develop the Federal Maritime Security Strategy. Prior to BENS, she was a consultant for Sandia National Laboratories and worked with the California Governor's Office to develop the homeland security preparedness plan for the Bay Area. Ms Todt was an adjunct lecturer at Stanford University and served as a Professional Staff Member on the US Senate Committee on Homeland Security and Governmental Affairs. She worked for the Committee Chairman, Senator Joseph Lieberman, and was responsible for drafting the cybersecurity, infrastructure protection, emergency preparedness, bioterror, and science and technology directorates of the legislation that created the Department of Homeland Security. Before working in the Senate, Ms Todt served in the Office of the Vice President on domestic policy issues. She was also the senior advisor on demand-reduction issues to Director Barry R McCaffrey at the White House Office of National Drug Control Policy (ONDCP). Ms Todt has commented on homeland security, cybersecurity, and sport security issues in multiple media outlets, including Bloomberg, Bloomberg Tech, Bloomberg Asia, CNN, NBC, CBS, NPR, FoxNews, The New York Times, The Wall Street Journal, The Washington Post, and Business Insider. Vance’s achievements include securing the first-ever convictions on New York State terror charges; taking down multiple domestic and international cybercrime and identity theft operations; recovering nearly $12 billion from multinational banks that violated U.S. sanctions; and creating the first Crime Strategies Unit in New York City, which leverages Big Data to reduce crime proactively. Recognizing that Manhattan is a hub for commerce involving customer identities and accounts, in 2010, D.A. Vance formed the Office’s Cybercrime and Identity Theft Bureau, a specialized unit that has successfully prosecuted hundreds of criminal cases involving cyber intrusions, identity theft, fraud, and insider larceny against New York residents and institutions. In 2016, D.A. Vance opened the $10 million, 17,000-square foot Manhattan DA Cyber Lab—the first of its kind within a local prosecutor’s office in the U.S. The Lab houses more than 75 prosecutors, investigators, and analysts who work together on fast-paced, complex cyber investigations. District Attorney Vance is a co-founder of New York City’s Cyber Critical Services and Infrastructure Project, as well as the Global Cyber Alliance, a non-profit, cross-sector coalition focused on reducing digital vulnerability through the exchange of threat data and the development of open-source risk management solutions.
